Not enabling the merchant to activate previously inactive services by spreadsheet.\n\n\n##\n\n## Simulation\n\n\n\n1. Create a service and associate to an sku;\n2. Inactivate the service on the sku;\n3. Export the LINK SERVICE VALUES TO SKUS spreadsheet;\n4.
